Traffic and the effect of Bad Management

Haulage contractor Munro & Sons (Highlands) has been ordered to close after a public inquiry into a string of incidents, including a fatal accident in which a 24-year-old woman was killed.

Scotland's traffic commissioner Joan Aitken revoked the Ross-shire haulier's operator licence (O-licence) after concluding that the firm "put business before safety".

Christina Fraser was killed in July 2006 when a 30-tonne wheeled loader being transported by Munro on a trailer broke free from its chains and rolled backwards into the car she was travelling in. Her companion was seriously injured.

An investigation revealed the loader's parking brake was defective and the chains not strong enough to hold it.
Munro was initially fined £3750 but this was raised to £30,000 in January 2009 following an appeal.

Ordering the business to close by the end of June 2009, Aitken said: "...I cannot risk letting this operator continue in goods vehicle operation. There can be no more victims."

Aitken disqualified former company director Pamela Munro from holding an O- licence for two years. Current directors David and William Munro are disqualified for seven years.

"Disqualified operators often seek to re-emerge in other corporate form," said Aitken. "I warn other operators and persons to be very wary of providing a front for continued operation by Messrs Munro."
